Morgan Groover is the Development Manager for the Mountain House Community Services District.  He obtained his Bachelor of Science Degree in Civil Engineering from Arizona State University in 1984.  Morgan worked his way through the University surveying and installing underground utilities so he has five years of experience in the field to add to his twenty four years of professional experience. 

Morgan’s engineering experience includes ten years working for Public Agencies and fourteen years working in the Private Sector.  Most recently, before coming to Mountain House in 2008, Morgan was the Principal in charge of the Engineering Division of a small engineering company in the Sierra Nevada Mountains just due east of Mountain House.  The engineering company designed and managed the construction of resort communities in the Sierra Nevada Foothills.  Morgan has been both an Engineering Department Head for a local water agency and a Senior Civil Engineer for the City of Stockton.  Morgan first started to engineer in the San Joaquin Valley in the late 1980’s.  While working in the public sector, Morgan was in charge of the construction of two water treatment plants and two sewage treatment plants, as well as overseeing various additions or modifications to existing plants.  While working in the private sector Morgan has designed and managed the construction of miles of pipelines, roads, and utilities and moved millions of yards of earthwork, all with an eye to environmental sensitivity.  As part of his responsibilities, Morgan has created and restored wetlands, created oak tree habitat, and protected riverine upland environments. 

Morgan has been involved with several professional organizations.  He has been an active member of the California Society of Professional Engineers (CSPE), American Society of Civil Engineers (ASCE), and American Public Works Association (APWA).. During the years serving with ASCE, Morgan participated with the ASCE student chapter at UOP.  Morgan has been involved with the Mathcounts competition organized by CSPE and the engineering science competition at San Joaquin Delta College for several years.  Morgan served on several committees at the city of Stockton, including serving as chair for one of those committees in Public Works Department. 

Morgan coached Little League for five years and has dedicated time to local High School baseball programs.  Morgan, additionally, traveled to Japan to play baseball with the local Rotary Club against a Japanese Sister City’s Rotary Club.   The fact that Morgan had a 0 and 2 record pitching for the local Rotary against the Japanese Rotary should not be considered lackluster as the Japanese team was the Japanese National Champion in its division.  Morgan continues to travel to Arizona each year to golf and watch Baseball’s Spring Training with his Father; a tradition that has been on-going for him since the 1980’s when he was in college. Morgan served on the Board of Directors of the YMCA.  Morgan currently lives in a solar powered home he designed that is two miles from a connection to PG&E.
