Paul is the General Manager for the Mountain House Community Services District. He has been with the MHCSD for the past 6 years, hired to implement the Mountain House Master Plan. Prior to coming to the MHCSD, he spent almost 11 years as the City Engineer/Deputy Public Works Director for the City of Stockton. Paul has also been the Director of Public Works/City Engineer for the cities of Atascadero, California; Scottsbluff, Nebraska; and New Philadelphia, Ohio, accounting for nearly 30 years of public office. His first work experience came in the private sector, working for 6 years as a design engineer with an engineering consulting firm in Ohio.
Paul graduated from Ohio State University with a Bachelor of Civil Engineering degree in 1969, and received his Master of Public Administration, With Distinction, from California State University-Stanislaus in 2000. He is a Registered Professional Engineer in Ohio and California, and a Registered Professional Surveyor in Ohio. Paul is one of only a handful of people (out of about 2,000 eligible) to hold a Special District Administrator Certification, and is a member of the Legislative Task Force for the California Special District Association. He also participates on the National American Public Works Association Legislative Advocacy Task Force.
Paul was Engineer-of-the-Year in 1998 for San Joaquin and six other northern California counties. He has been a member of the National Society of Professional Engineers for over 32 years, holding various state and chapter offices. He is also a member of the San Joaquin Joint Engineers Council, the American Society of Civil Engineers, and is a past President of the Sacramento Chapter of the American Public Works Association. Paul serves on the University of Pacific National Commission on the Next Level of Excellence, the Civil Engineering Industrial Advisory Committee, the MESA program, and the Engineering Industry Fellowship program. He is also a member of the Greater Yosemite Council Executive Board for the Boy Scouts of America.
Paul is married and has five sons and two stepchildren. Paul’s wife, Griselda, is from Colombia, South America, and he enjoys exploring that beautiful country. Paul collects political memorabilia, specializing in turn-of-the-century (the other century) campaign buttons, and enjoys metal detecting and prospecting. He also likes to play basketball, and plans to teach and write after retirement.
