Harpal Singh is the Operations and Maintenance Director for the Mountain House Community Services District (MHCSD). He obtained his bachelors degree in Civil Engineering from the Punjabi University in India and joined San Jose State University from 1972-1975 to pursue his Masters in Civil Engineering. Harpal worked for the City of Milpitas for one year then became a Junior Hydraulics Engineer for the Santa Clara Flood Control District for a year as well. Harpal then worked as a Junior Engineer with the City of Tracy for three years.
Harpal Singh joined the engineering team of MHCSD in 2004. Before Mountain House, Harpal worked for the City of Stockton for 27 years. He was hired as a junior engineer and was then promoted through the ranks to Program Manager. During his time in Stockton, Harpal worked in the Development section, Construction inspection and Surveying section of the City of Stockton. He worked on reviewing the subdivision improvement plans, maps, Environmental Impact Reports (EIR) and overseeing the work of construction inspectors. He has hired and trained many engineers fresh from college during this time. Harpal received the Certificate of Appreciation three times for outstanding service from the Public Works Director. Harpal also received a plaque from the Mayor and City Counsel in recognition of his achievement for 27 years of outstanding service to the City of Stockton.
Harpal is a very experienced engineer and can perform multiple tasks and duties. From February 2007 through June 2008. Harpal was in charge of both the Development and Operations and Maintenance (O&M) Departments for MHCSD. As the O&M Director at MHCSD he oversees the operations and maintenance of the Water and Wastewater Treatment Plants, all installed infrastructures, traffic signals, streetlights, parks, landscaping, graffiti removal, street sweeping, and fountain. He is also the Fleet, Security and Safety Manager for the MHCSD.
Harpal has been an active member of the American Public Works Association (APWA) and American Society of Civil Engineers (ASCE). Harpal has other interest such as playing golf and traveling. In his college years he was an athlete in track and field and played university level field hockey.
