Special Taxes

There are four special taxes used to fund the services in the Mountain House Community Services District (MHCSD). Each tax is levied per 100 square feet of living area and per 100 square feet of parcel area. The tax rate is adjusted annually.

Descriptions of special taxes and how they are used: 

Ordinance-96-1.
Roads and Transportation and Community Services Operational and Administrative Functions

Funds capital and operation costs of providing roadways and other public transportation infrastructure, and funds administrative and CC&Rs (Conditions, Covenants & Restrictions) functions.

Ordinance-96-2.
Public Safety

Funds capital and operation costs for providing public safety, such as fire protection, police, ambulance services.

Parks, Recreation, and Community Facilities and Services  

Funds capital and operation costs for providing parks, recreation and community facilities and services.

Ordinance-96-4.
Public Works

Funds the capital and operation costs for providing public works services such as flood control, sewer services, water services, street lighting and telecommunications services.

Water, Wastewater, Storm Water and Solid Waste Rates

The water bill for each Mountain House resident consists of seven parts:

Wastewater and Storm Water Operations and Maintenance Fund - These are fixed rates for every Mountain House resident.

Water Operations and Maintenance Fund – This rate consists of a fixed portion and a variable portion.

Water, Wastewater and Storm Water Pledge Facility Funds - The pledged facility funds have fixed rates and are used to repay loans for providing infrastructure and public facilities. In the future, this component will be used for facility upgrades or replacement.

Solid Waste – This rate covers the waste removal, curbside recycling collection and yard and garden waste removal service provided to Mountain House residents.

Please note:  All the charges are fixed and are determined by the location of the residence in Low, Medium of Medium High Density neighborhoods

Development Fees

Developers, builders, contractors and engineers are required to pay fees for various development services. For a list of development fees click on the following categories.
  • Transportation Improvement Fees (MHTIF)

    The Mountain House Transportation Improvement Fee (MHTIF) is a fee that is paid by Home Builders to fund transportation infrastructure.

  • Community Facility Fees (CFF)

    The Community Facility Fees (CFF) fees are used to fund community facilities, such as parks, fire stations, libraries, town hall, etc. 

  • Permit Fees

    Permit fees are paid by developers or home owners to process permit applications such as driveway, encroachment and water meter permits.
